An officer from the Center for International Missions and Comprehensive Action participates as a delegate in the conference, held in the city of Quito, Ecuador.
Representing the National Army, the Major attended this academic event with the purpose of sharing knowledge, experiences, and best practices in the field of human rights, reaffirming the institutional commitment to the defense of fundamental values and respect for human dignity in the military context.
The conference featured the distinguished participation of the Undersecretary of the Ministerial Cabinet of the Ministry of Defense of Ecuador, the director of Human Rights and IHL of that ministry, the Director of the Center for IHL and Human Rights of Peru, as well as representatives of the Perry Center, the Western Hemisphere Institute for Security Cooperation (WHINSEC), delegates from the International Committee of the Red Cross for Peru, Bolivia, and Ecuador, officials from the U.S. Embassy, bilateral relations officers, civilian experts, and the Director of the Women, Peace, and Security Program, among others.
This important regional meeting brought together high-level representatives with the aim of strengthening education and training in human rights and international humanitarian law (IHL) in the Armed Forces of Colombia, Ecuador, Paraguay, and Peru.
During the event, working groups were held to discuss current issues related to education and training in human rights and IHL, teaching methodologies, and the integration of technologies applied to military training. Likewise, the creation of a permanent regional forum for cooperation and joint planning of future training activities was proposed.
This regional initiative reflected the shared and coordinated commitment of the region's military forces, consolidating strategic alliances in favor of the protection of fundamental rights, the promotion of international humanitarian law, and the well-being of the Andean peoples. The institutionalization of human rights education as a cross-cutting theme in military training was one of the most significant achievements of the meeting.
The National Army thus reaffirms its leadership and commitment on the international stage, working for a more just, secure, and respectful region in terms of human rights.
